I'm not surprised they have backup assets, and I'm sure she's prioritising paying the Aurors and Enforcers. Do you know whether she's paying camp guards and administrators? Not to mention the rest of the Ministry. I doubt Rookwood would notice whether he's still drawing a salary or not, but his subordinates might.
I assume Bellatrix isn't doing the recruiting herself. Is she sending you out recruiting? Ptolemy? I'd probably send Virgil Crispin, in her shoes.
